What each state's regulation says
Whether a job is a construction project, and what the principal contractor receives, depends on the state. Quoted from the regulations we read:
When it is a construction project
The principal contractor duties apply to a construction project that costs $350,000 or more.

Questions
Builders ask
Does it cost the builder anything?
No. Collecting, reading and commenting are free for builders. Subcontractors upload free; if they draft a new SWMS for your job, they pay to finalise it.
Do subcontractors need an account?
No. They open your link, upload or draft, and confirm with a code sent to their email.
Can one subcontractor see another's SWMS?
No. Your link only lets people send to you. Each document is visible to the business that sent it and to you.
Does marking it reviewed mean the SWMS is correct?
No. It records that you read that version, and when. What your site needs is still your call.
We already use a contractor portal.
Keep it. The inbox suits builders who collect SWMS by email today. Subcontractors can still download their PDF to upload anywhere.
